    We were engaged by the Supreme Council of Health, Qatar to review and analyse the investment costs associated with the Qatar Mental Health Implementation Plan and Model of Care.

    We engaged international experts in Mental Health, academia, clinical service provision, communications, infrastructure, workforce and supporting services and created a service model based on population size and anticipated demand. We reviewed best practice in a range of populations globally and developed cost models for Qatar based on local intelligence gathering and on interpretation of data from multiple markets. The cost models, which incorporated forecast expenditure on staff, supplies and infrastructure were used to determine the investment cost over the period 2013-2018.

    The Investment Analysis was completed and delivered on time and budget. The results were included as Annex A (page 56) to the National Mental Health Strategy 2013-2018 -
